Reliable, easy to use webhost?

I’ve seen a lot of options at or around the $7/ month range, so I’d like to stay in that category. But I need one that’s fairly easy to use. I was about to sign up w/ HostMonster (it seemed to get good reviews online), but then I read somewhere that it’s difficult to use. Anyone agree or disagree with that?
I’ve also heard that the Yahoo web host isn’t that great.
